Dear Professor McCutcheon,
Human Resources is continuing to link the proposed General Staff Performance and Development” Framework (GSP& DF) to pay in its communications to staff. Please instruct HR to stop doing this. We” have seen HR make this link in several forums: in their final GSP&DF focus group and in the supporting” documents they provided at those meetings; during their road shows and also on the website where it is” presented in an FAQ:
Q. Will this change how my salary is reviewed?
A. Yes. Performance will be measured in” terms of competencies and achievement of objectives. Decisions about salary will be informed by” the performance review along with consideration of current remuneration in relation to market” and salary bands, and affordability. -

TEU believes this contravenes the 2009 terms of settlement for the General Staff collective agreement” which included agreement for:
- The creation of a cohesive framework for supporting career development that includes goal” setting, identification of development needs, monitoring progress and achievements and
- The implementation of the new framework including training and induction of managers and staff” coaching for performance.
The terms of settlement go on to state that ‘these two steps are separate from remuneration and need” to be completed before addressing remuneration structures’ and that ‘the parties agree that this work” would precede any further discussions on remuneration model’. Step 2 has not been implemented, yet” HR is continually discussing remuneration models with TEU members (one party to the agreement).
We believe that promulgating material that links new Performance and Development processes for” general staff with a salary review, and referring to market forces and affordability as determinants for” salary increases, is addressing remuneration structures. Such a link would constitute a new” remuneration process which would require changes to E4 of the General Staff collective agreement and” can only occur after negotiations with and the agreement of TEU and PSA members.
Again, we ask that you inform HR to stop discussing a new remuneration model in any context, including” a link between GSP&DF and pay, on the website, in discussions and on any documentation.
